In any case, if ACL wants to remain at the top of the festival list, we're gonna have to generate some more top acts. Concerned that Petty may be THE headliner...don't get me wrong, this is a great act....but Bonaroo has Petty...AND Radiohead..AND Beck...AND Elvis Costello...quite a few big ones...
I hope last year's festival was not a ploy to generate more excitement this year...get ticket sales up...then skimp on the bands and rake in the profits....this would be a shame...
Anyways, I think there'll be some artists from that list who could be at this festival, but there are a lot of big artists there, a LOT so it'd be a bit of a stretch to get a lot of those together.
Also, about the ploy thing - highly doubt it, Austin City Limits as a festival and TV show have always prided themselves on getting the biggest artists, from SRV to Coldplay, so don't worry, they'll have a great list of artists come the 11th.
i totally agree with isaac. ACL is NOT the type of gig to use hype to bring in the crowds. This is a quality venue, a quality organization. No doubt in my mind that ACL will deliver.

Out of your list, I'd say Beck and Ben Folds are among the most likely, with the Raconteurs another good chance, and then with a blessing we'll get the Arctic Monkeys.
Two other strong possibilities, acts who have played the festival before (and are overdue for a re-appearance), are getting alot of radio time, and have openings in their schedules in September: Eric Johnson James McMurtry
